On November 15, Wuzhou Health and Family Planning Commission held the Implementation Symposium of Prescription Information Sharing Platform and announced to initiate the construction of Wuzhou Prescription Information Sharing System jointly with the YFZ of the BAHEAL Intelligent Technology. More than 20 secondary hospitals or above and more than one hundred pharmacies jointly connected to the Prescription Information Sharing Platform, and Wuzhou became the first city in China to comprehensively realize the national policies of prescription information sharing. The separation of drugs from medical service is really started in China.

Prescription information sharing is initiated throughout Wuzhou for the first time to promote the "separation of the drugs from medical services"

For a long time, the income of hospitals has always relied on the sales of pharmaceuticals. Under the compensation system for the medical cost through drug-selling profits , outpatients can only buy the drugs in hospitals with the prescriptions issued by the doctors. Often the patients go to the hospitals only to purchase drugs. 2017 is the first year witnessed the prescription outflow and the separation of drugs from medical services. Multiple government files require "exploring the interconnection and real-time sharing of prescription information of medical institutions, medical insurance settlement information and drug retail sales information."

Prescription Information Sharing Platform, based on the actual need in medical reform, taking the patients as the core and jointly constructed by hospitals, the health and family planning authorities, the food and drug regulatory authorities and social insurance as well as pharmacies, is an informatization platform that realizes the interconnection and real-time sharing of prescription information among medical institutions, medical insurance settlement information and drug retail sales information. The Prescription Information Sharing Platform System initiated by Wuzhou will comprehensively cover more than 20 secondary hospitals or above and more than one hundred pharmacies in Wuzhou, fully mobilize the enthusiasm and creativity of medical institutions, pharmaceutical retail institutions and social force and benefit the health need of more than 3 million people of Wuzhou.

Qin Ying, Deputy Director of Wuzhou Wei Health and Family Planning Commission, said that "Prescription Information Sharing Platform is to promote the effective landing of the new medical reform policy and the policy of separating the drugs from medical services. The separation of drugs from medical services is also an important measure to eliminate the compensation system for the medical cost through drug-selling profits and alleviate the difficulty and expensiveness of medical visits. In the meanwhile, this move can also fully mobilize the enthusiasm of patients to decide where to buy drugs; secondly, it can enhance the experiences of patients in purchasing drugs in retail pharmacies or through other channels through medical insurance docking and interconnection of prescription information and promote the implementation of the policy of separating drugs from medical services."

On behalf of the investigation group, Fu Mingzhong, the executive chairman of the China Association of Pharmaceutical Commerce, fully approved the pilot work of the Prescription Information Sharing Platform of Wuzhou Red Cross Hospital and hoped that Wuzhou would initiate the construction of Wuzhou Prescription Information Sharing Platform, enabling Wuzhou to become the first city in China to comprehensively realize the national policy of prescription information sharing. The Wuzhou model can become a benchmark and a model for the pilot program of the policies of separating drugs from medical services and the medical reform and can be used as a sample to promote across the country.

The proportion of prescription sharing in pilot hospitals has reached 11%, and the hospital services will be extended at Phase II

In May 2017, Prescription Information Sharing Platform was constructed with the Wuzhou Red Cross Hospital as the pilot hospital, realizing the interconnection and real-time sharing among hospitals, personnel accounts of social insurance and pharmacies. Up to now, more than 20 thousand sharing prescriptions have been issued through the Prescription Information Sharing Platform, accounting for 11% of outpatient prescriptions of the hospital. The first batch of three pharmacies that have settled in the Prescription Sharing Information Platform have opened more than 700 kinds of prescription drugs with the varieties and specifications as well as prices consistent with hospital drugs, bringing great convenience for patients to buy drugs.

Ma Guanglei, Executive Deputy Manager of the YFZ, introduced the Prescription Information Sharing Platform of Wuzhou in detail. The whole platform consisted of the Hospital Prescription Information Sharing Platform, the Regional Centralized Drug Purchasing Platform and Medical Insurance and Retail Settlement Platform. The overall project will be completed in two phases. For Phase I project that has been launched currently, the module of separation of drugs from medical services of the prescription information sharing platform has mainly been established, which ensures the authenticity of the prescription source through the connection with the HIS system of hospitals, provides prescription information to patients through various forms, ensures the drug purchasing is convenient and accessible through the connection of stock and sales system of the platform and pharmacies and simultaneously provide multiple services including operational supervision and data management.

Phase II project is under construction. The YFZ shall construct the Medical Insurance Pooling and Retail Settlement Platform for the convenience of management, construct Centralized Drug Purchasing Platform to reduce drug prices, realize multiple ways to get the drugs including self collecting after online booking and delivery by pharmacies after online booking, construct the smart service platform of medical alliances and pilot of health service station to extend the hospital services and involve the doctor brand construction and the management of the communication between doctors and patients after medical consultation, fully enhancing the operational efficiency of each link, promoting the delivery of medical resources to lower levels and comprehensively improving the medical experience for the people.

YFZ establishes a model for prescription information sharing platform

According to CMH's research data, in the first half of 2017, the sales of prescription drugs in retail pharmacies reached 132.1 billion yuan, which is almost equal to the market size of OTC drugs (134.1 billion yuan). At the same time, according to estimates from the industry, by 2020, the prescription drugs purchased from outside of hospitals will reach 1/3 of the total amount of prescriptions. Prescription Information Sharing Platform is an important means to implement the policy of separating drugs from medical services and the policy of eliminating "compensation system for the medical cost through drug-selling profits, and will also be the main form in the next few years. Through the Prescription Information Sharing Platform, patients can obtain the prescription and choose their own purchasing channels. Next, hospitals will explore the striping of out-patient pharmacies from medical institutions, and thus completely separating drugs from medical services.

As the model of Prescription Information Sharing Platform, the YFZ has its unique advantages. First, specialty. the YFZ is highly in line with the state-level medical reform policy, promotes the separation of drugs from medical services and prescription outflow through the highly secure informatization level and provides special resident services; Second, completeness. the YFZ has completed the complete connection of hospitals, pharmacies and medical insurance and realized the complete circulation of information flow, material flow and capital flow, which can provide a complete service scheme for government, hospitals and patients; Third, the YFZ is the unique prescription information sharing platform that has been comprehensively implemented in a prefecture-level city in China, and also the prescription information sharing platform with the largest sales in China.
