On September 20, 2016, the second ten-year contract signing ceremony of Chinese Medical Doctor Moral Construction and Legal Aid Baheal Fund jointly established by the Chinese Medical Doctor Association and Baheal Pharmaceutical Group and themed with medical humanity construction and legal rights protection was held at Beijing Asia Hotel. The ceremony was hosted by Yang Min, executive vice president and secretary general of Chinese Medical Doctor Association; Jiang Wen, director of the Publicity Division of the Publicity Department of National Health and Family Planning Commission of the People's Republic of China; Zhang Yanling, president of Chinese Medical Doctor Association; Qi Xuejin, vice president; Cai Zhongjun, consultant; Yuan Yaming, deputy secretary general; Shi Liying, director of the Liaison Department and the Office; Sun Dongdong and Wang Yue, professors of Peking University; Fu Gang, chairman of Baheal Pharmaceutical Group and other specialists of the medical doctors self-discipline and right-protection fund together attended the ceremony.

Baheal Fund was initiated in November, 2005. As a ten-year planning project, the fund was supported by Baheal Pharmaceutical Group who contributes 1 million yuan every year to carry out activities for medical doctors, including humanistic quality education, legal knowledge training, legal aid of typical infringement cases, and other related activities. According to statistics, Baheal Fund health and legal science speaking tour has covered over 200 cities and 600 medical institutions over the past decade, which has organized more than 800 training activities in total for over 250,000 medical workers.

The professional ethics and legal system construction of the medical and health group should be strengthened.

For a long time, there is a lack of humanistic quality education for medical team construction and professional moral construction has not been implemented, which results in gruff manners of medical staff in their services. Due to poor communication, the potential crisis between patients and doctors is escalating and has evolved into medical disputes, and the doctor-patient relationship is deteriorating.

Wang Yue, professor of the Institute for Humanistic Studies of Peking University, and Sun Dongdong, professor of the Law School of Peking University, shared their thoughts and feelings of lecturing in medical institutions around China in the past decade from the aspects of humanistic construction and legal right protection for medical doctors respectively. Professor Wang Yue said that working as a doctor, one needs to adhere to the beginner's mind, clearly recognize the nature of the profession, and learn self-criticism and self-regulation. There is no patient who cannot understand, but only doctor who cannot explain clearly. Professor Sun Dongdong pointed out that doctors and patients are not opposite to each other but comrades in the same trench with a disease being their common enemy. The doctor does his work well without mistakes, from which the patient will benefit the most. We should promote system-orientation by leading the whole medical circle and all hospitals leave incident-orientation and problem-orientation for system-orientation to truly realize governing hospital, practicing medicine and conducting management according to laws, and let patients get more benefits.

The lawful rights and interests of medical institutions and staff have been severely impacted.

In recent years, the conflict between doctors and patients has become increasingly severe, and the antagonism intensified. There are more and more medical disputes which have caused many personal injury incidents and become a hot topic for the media and the masses.

As a representative of doctors, Zhao Caiyan, deputy dean of the Third Affiliated Hospital of Hebei Medical University, explained medical care and the relationship and problems between doctors and patients from the perspective of a doctor with 30-year working experience. Working as if treading on thin ice and standing upon the edge of an abyss and curing each of our patients with responsibilities and technologies are the ways to express reverence to life and health.

Jiang Wen, director of the Publicity Division of the Publicity Department of National Health and Family Planning Commission of the People's Republic of China, affirmed the excellent and fruitful work of Baheal Fund in the past decade. She mentioned that there are over 10 million medical workers in China guarding people's health, and doctors are playing important roles in promoting the work of Healthy China. Under the current social circumstance, the work load of medical workers is quite high, while the salary is relatively low. Thanks to the support of Chinese Medical Doctor Association, Baheal Pharmaceutical Group with strong sense of social responsibility can participate in the work of caring medical workers. The Publicity Department will create a social environment where medical and health work is respected and emphasized to promote the development of medical doctors. We hope to connect with all forces to condense positive energy for the development of health and family planning services.

Baheal Fund promotes medical doctors' moral and legal construction.

For doctors' rights protection, moral construction is fundamental and legal aid is the guarantee. Apart from high quality, medical workers also need to strengthen legal consciousness.

Zhang Yanling, president of Chinese Medical Doctor Association, pointed out that moral construction is the premise of our right protection. Just like the name of the fund, we need to strengthen the work of doctors' moral construction and legal rights protection at the same time. He said that medical disputes have happened frequently in recent years. One common problem is that patients, doctors and managers are short of legal knowledge and rarely apply law means. They do not use laws to protect rights and seldom apply legal means to solve problems.

President Zhang Yanling fully affirmed the five achievements of Baheal Fund including those in publicity, prevention, service, promotion, and guidance. While affirming the achievements, President Zhang also put forward 3 expectations for the fund in the next decade. The first is to position at a right place to play the leading and guiding role; the second is to play the part of hatching, fostering, exploring and innovating; the third is to adhere to the main line of moral construction, persist on building a new and harmonious doctor-patient relationship, and stick to the central work of protecting rights in accordance with laws, etc.

Fu Gang, chairman of Baheal Pharmaceutical Group, who was also a doctor before, said that working in the medical industry, one must put patients' interests in the first place. Medical disputes are usually caused by insufficient informing. What we have been doing in the past decade was informing; we first teach doctors to learn self-discipline and right-protection, and then inform patients of that through doctors. In the second decade, we hope to use information and intelligent platform to promote the communication between doctors and patients and let them form a long-term and stable cooperation relationship.
